    A hearing is underway in Harrisburg to approve a new receiver, U.S. Air ForceMajor General William Lynch.   The former receiver, appointed by Governor Tom Corbett, was called to testify before the Commonwealth Court to explain why he suddenly resigned in March.  David Unkovic testifed Thursday morning that he left because he thought he would soon be asked to step down and he was upset about a separate receiver being appointed for the incinerator.   The incenerator is blamed for a large part of the city's debt.
